Abstract [sv]

Syftet med denna uppsats var att undersöka hur kommunpolisen uppfattade sina förutsättningar att utföra sitt uppdrag. Vi undersökte samtidigt om kommunpolisernas upplevelser kunde bekräftas av lokalpolischefer samt kommunanställda med samverkans/säkerhetsansvar. Detta undersöktes via kvalitativa intervjuer för att fånga upp intervjudeltagarens personliga åsikt och upplevelser kring ämnet. Huvudresultaten visar att intervjudeltagarna var positivt inställda till kommunpolisens personliga kompetens, mandat och handlingsutrymme för att kunna för att driva samverkan med externa parter. Upplevda negativa förutsättningar var främst bristen på operativa resurser, men även bristen på metodstöd, statistik m.m. inifrån polismyndigheten. Även organisationskulturen inom polisen upplevdes ha en negativ påverkan med sin hierarki, gradsystem samt synen på det proaktiva arbetet. Studiens viktigaste slutsatser är att operativa resurser är en förutsättning för att satsningen på kommunpoliser ska fungera. Prioriteringen på brottsförebyggande arbetet måste även spridas till hela organisationen och inte enbart vara en dedikerad resurs. Likaså måste metodstödet finnas lättillgängligt.

Abstract [en]

The purpose of this paper was to examine how the community police officers perceived their ability to carry out its mission. We also examined if their experiences could be confirmed by local police chiefs and municipal employees with collaborative/security responsibilities. This was examined through qualitative interviews to capture the interview participant's personal opinion and experiences around the topic. The main results show that the interviewees were in favor of the community officers personal expertise, mandate and empowerment to be able to lead the collaboration with external parties. Perceived negative conditions was mainly the lack of operational resources, but also of methodological support, statistics etc. from the police organization itself. Also the organizational culture within the police was perceived to have a negative impact with its hierarchy, rank system, as well as the perceived status of the proactive work methods.

The study's main conclusions is that operational resources is a prerequisite for the investment in the community police to work. Priority on the crime preventive work must also be propagated to the entire organization, not just a dedicated resource. Professional support regarding methodological support and such should also be easily accessible.
