Abstract [en]

Through a qualitative content analysis of the state public investigations, it’s been studied how welfare crime is presented and what measures are proposed between 2017-2020. The purpose of the study has also been to investigate whether the consultation bodies are positive or negative. The theoretical framework for the study is based on The Privilegie of Formulating the Problem, Measures to Define Causes and the criminal policies approaches control and punishment. Through the analysis, it has emerged that there is an emphasis on crime that is large-scale and sophisticated. The measures proposed are mainly increased control and expanded criminal law. The consultative bodies are largely in favour of what is presented in the state public investigations. The analysis of the investigations shows that the studies of the magnitude of crime are very uncertain which leads to a lack of knowledge about crime against the welfare system.
