Abstract [sv]

Den här uppsatsen ställer samt söker besvara frågor om konstens ontologi, filmmediet som konst samt analyserar hur konstbegreppet framträder i pressdebatten beträffande den svenska regeringens filmproposition som inleddes mars 2016.

Uppsatsens frågeställningar besvaras med hjälp av en metod härledd ur flera metodiska och teoretiska traditioner. De konkretare forskningsfrågorna gällande pressdebatten besvaras medelst diskursanalys som metod; medan uppsatsens vidlyftigare frågor om konst etcetera besvaras medelst en “hypotetisk” metod.

I uppsatsen betraktas svensk filmpolitik, likaledes diskussionen om konst, som diskurser vilka omfattar en lång historisk period.

Uppsatsen skisserar ett konstbegrepp med utgångspunkt i tänkare som Leo Tolstoy, Walter Benjamin, Bertolt Brecht, Martin Heidegger och Vladimir Nabokov.

Konstbegreppet hävdas i uppsatsen vara centralt för debatten om den svenska filmpolitiken. Samtidigt visar uppsatsens konstdiskussion att filmmediets konststatus inte är självklar.

Att filmmediet inom diskursen “svensk filmpolitik” ändå normativt ses som konst snarare än som vilken kommersiell industri som helst komplicerar enligt uppsatsen filmfrågan. Ty om filmmediet inte generellt sågs som konst vore man från politiskt håll – i synnerhet med tanke på att filmen sedan länge mist sin position som dominerande massmedium – sannolikt mindre angelägen att värna om det.

Abstract [en]

This paper seeks to pose as well as answer questions about art’s ontology and the film medium viewed as art and also to analyze the way in which the concept of art appears in the press debate, concerning the Swedish government’s bill on film policy, which commenced during march 2016.

The problem posed by the paper is answered by means of a methodology derived out of multiple methodological and theoretical traditions. The more tangible research questions are answered by means of Discourse Analysis as the methodology; while the wider questions regarding art etcetera are answered by means of a “hypothetical” methodology.

Swedish film politics as well as the discussion on art are, in the paper, viewed as discourses which extend over a long historical period.

The paper outlines a concept of art based in thinkers like Leo Tolstoy, Walter Benjamin, Bertolt Brecht, Martin Heidegger and Vladimir Nabokov.

The concept of art, the paper argues, is paramount for the debate over Swedish film policy. Simultaneously, the paper’s discussion of art shows that the film medium’s status as art is far from undeniable.

That the film medium still, within the discourse of “Swedish film politics”, in a normative way is seen as art – rather than as a commercial industry like any other – complicates the film policy question. For if the film medium was not generally viewed as art it appears unlikely that politicians – especially considering that the film medium long ago lost its position as the dominant mass medium – would be as keen to protect it through policy making.
