here are significant efforts underway in Sweden to help young adults leave organized crime, where the police and social services collaborate in what is called "exit programs." The purpose of this work is to explore the goals of decision-makers within the exit program by constructing goal structures using value-focused thinking. Semi-structured interviews have been conducted with public servants in various roles within social services and the police. A total of four respondents participated in an main interview and a follow-up interview, with the focus being on the goal structure for their respective operations. The theoretical framework for the study is value-focused thinking. The results section presents the goal structure for each respondent based on their role within the exit program. The discussion focuses on thestrategic, fundamental, and instrumental goals. Conclusions drawn from the interviews indicate that a clear individual focus is central to the overall goals of all stakeholders in the exit program. The lower you go in the goal structure, the greater the variation between fundamental and instrumental goals, which is due to the involvement of different authorities with different roles. The results may potentially be used to identify decision-making opportunities that align with the fundamental goals one is striving for, and the goal structures may help clarify what the program seeks to achieve.

Det pågår stora satsningar i Sverige för att hjälpa unga vuxna att lämna organiserad kriminalitet, där polis och socialtjänst samarbetar, så kallad avhopparverksamhet. Syftet med arbetet är att utforska beslutsfattares mål inom avhopparverksamheten genom att med hjälp av värdefokuserat tänkande konstruera målstrukturer. Semistrukturerade intervjuer har genomförts med myndighetsanställda med olika roller inom socialtjänsten och polisen. Totalt är det fyra respondenter som har genomfört en huvudintervju och återkopplingsintervju där fokuset har varit på målstrukturen för deras respektive verksamhet. Det teoretiska ramverket för studien är värdefokuserat tänkande. I resultatavsnittet presenteras målstrukturen för varje respondent utifrån deras roll inom avhopparverksamheten. Diskussionen koncentrerar sig på strategiska, fundamentala och instrumentella mål. Slutsatserna som dras utifrån intervjuerna visar på att ett tydligt individfokus är centralt vad gäller de övergripande målen för samtliga aktörer i avhopparverksamheten. Ju längre ner i målstrukturenman kommer desto större grad av variation uppstår bland de fundamentala och instrumentella målen, vilket grundar sig i att det är olika myndigheter med olika roller som är med och samverkar. Resultatet kan möjligen användas för att identifiera beslutsmöjligheter som överensstämmer med de fundamentala mål man strävar mot samt att målstrukturerna kan hjälpa att tydliggöra vad verksamheten önskar uppnå.
