Utvecklingen av totalförsvaret brådskar som en följd av de senaste årens händelseutveckling i världen. Det rådande säkerhetspolitiska läget är det allvarligaste sedan andra världskrigets slut och regeringen bedömer att den allvarliga situationen kommer att bestå under överskådlig tid. Med utveckling och förändringsarbete är det naturligt att utmaningar uppstår. Avsaknad av tydliga mål, inriktningar för vilka åtgärder som ska prioriteras och definierade ambitionsnivåer har pekats ut som betydande utmaningar i arbetet med att transformera totalförsvaret. Inom forskning om försvar har vikten av överensstämmelse i synen på försvaret mellan den högre politiska nivån, militären och civila lyfts fram. Ansatsen i denna uppsats har varit att med värdefokuserat tänkande som teoretiskt ramverk konstruera en målstruktur för totalförsvaret utifrån den styrande politiska nivån, en målstruktur för huvudaktören i det militära försvaret, Försvarsmakten och en målstruktur för huvudaktören i det civila försvaret, Myndigheten för samhällsskydd och beredskap (MSB). Regeringsbeslutet om gemensamma förutsättningar för utvecklingen av totalförsvaret, Försvarsmaktensstrategiska plan och MSB:s verksamhetsplan har legat till grund för att konstruera målstrukturerna. De framtagna målstrukturerna har gjorts som ett förberedande arbete för att undersöka om målstrukturer kan utgöra ett stöd för att underlätta de beslut som behöver fattas inom ramen för utvecklingen av totalförsvaret. 

Transformation of Sweden’s total defense is urgent as a result of the developments in the world in recent years. Sweden is facing the most serious security situation since the end of the Second World War and the government assess that the serious situation will persist for the foreseeable future. Along development and transformation of organizations, it is natural that challenges arise. The lack of clear goals, directions for which measures should be prioritized and defined levels of ambitions in the work to strengthen the capability in total defense have been identified as significant challenges. In research on defense, the importance of agreement in the view of defense between the political higher level, the military and civilians have been highlighted. The approach in this paper has been to use value-focused thinking as a theoretical framework to construct structures of objectives for total defense based on the political level, a structure of objectives for the main actor in military defense, the Swedish Armed Forces, and construct a structure of objectives for the main actor in civil defense, the Swedish Civil Contingencies Agency (MSB). The government decision on guidelines for the development of total defense, the Swedish Armed Forces strategic plan and the Swedish Civil Contingencies Agency's operational plan have been the documents formed the basis to construct the structuresof objectives. The work has been done as preparatory work to further study whether the structures of objectives can support and facilitating decision making within the framework of a developing total defense in Sweden.
