Abstract [en]

This thesis investigates the factors that facilitate and impede young people’s (18–25 years) participation, influence, and communication in municipal planning dialogues in Gävle municipality. Because 18–25-year-olds seldom own property they are not considered legally “interested parties,” which excludes them from formal dialogues with the municipality. At the same time they are no longer classified as children and therefore do not fall under the UN Convention on the Rights of the Child leaving this age group in an ambiguous position.

Drawing on Archon Fung’s analytical framework, the “Democratic Cube,” with its three dimensions. Participation, Communication, and Authority, the research combines two complementary methods. Qualitative interviews with municipal officials and a survey targeted at young adults in Gävle municipality.

In the qualitative phase shortcomings in the phrasing and delivery of invitations as well as in the way planning information is presented, are highlighted. The interviews reveal that audience-focused channels such as school visits and interactive digital tools hold great potential for boosting youth engagement. The quantitative survey explores young people’s habits and preferences regarding information gathering and participation formats and underscores how digital media can be leveraged more effectively.

In summary structural barriers above all the absence of clear, targeted communication and the perception of limited influence are identified as the primary reasons why young people often remain outside the planning processes. The study concludes with recommendations for how the municipality, through integrated strategies and transparency, can strengthen young people’s opportunities to participate and enhance the legitimacy of their involvement. 

Abstract [sv]

Arbetet undersöker vilka faktorer som främjar respektive hindrar ungas (18–25 år) deltagande, inflytande och kommunikation i kommunala planeringsdialoger i Gävle kommun. Eftersom 18-25 åringar sällan är fastighetsägare anses de inte vara juridiska ”sakägare” vilket utelämnar dem från dialoger med kommunen. De är inte längre barn och därför faller de inte under barnkonvention heller vilket lämnar denna grupp i ett mellanläge. Utifrån Archon Fungs analytiska ramverk “Demokratikub”, med dess tre dimensioner. Deltagande, Kommunikation och Inflytande kombineras med två kompletterande metoder. Kvalitativa intervjuer med tjänstemän och en enkät riktad till unga vuxna i Gävle kommun.

I den kvalitativa delen lyfts bland annat brister i hur inbjudningar formuleras och når fram, samt hur planeringsinformation presenteras. Intervjuerna visar att målgruppsanpassade kanaler, såsom skolbesök och interaktiva digitala verktyg, bedöms ha stort potential för att höja ungas engagemang. Den kvantitativa undersökningen vill ta reda på ungas vanor och preferenser kring informationsinhämtning och deltagandeformat och belyser hur digitala medier kan utnyttjas mer effektivt.

Sammanfattningsvis identifieras strukturella hinder framför allt avsaknaden av tydlig, riktad kommunikation och upplevelsen av begränsat inflytande som de centrala orsakerna till att unga ofta står utanför planeringsprocesserna. Studien avslutas med förslag för hur kommunen genom integrerade strategier och transparens kan stärka ungas möjligheter och legitimitet.
