Abstract [sv]
Den ökande resursförbrukningen och de växande avfallsmängderna i samhället utgör en betydande miljömässig och samhällelig utmaning. Bygg- och rivningsavfall är en av Sveriges största avfallsströmmar, där nuvarande behandlingsmetoder, främst energiutvinning och deponi, leder till att återbrukbara material och produkter går förlorade. För att främja en cirkulär ekonomi krävs lösningar som möjliggör återbruk av byggmaterial.
Denna studie analyserar ett pilotprojekt för återbruksinsamling av byggmaterial vid Sandvikens återvinningscentral, i jämförelse med nuvarande avfallshantering. Studien genomförs som en förenklad kostnads-nyttoanalys med två scenarier: nuvarande hantering och ett alternativt scenario med återbruksinsamling. Analysen omfattar direkta ekonomiska effekter kopplade till Gästrike återvinnare och klimatmässiga effekter kopplade till respektive behandlingsmetod inklusive återbruk. Resultaten syftar till att utgöra ett kvantitativt beslutsunderlag inför en eventuell permanent implementering av återbruksinsamlingen i Sandviken och belyser byggåterbrukets potential att bidra till såväl nationella som lokala hållbarhetsmål. Studien visar att återbruksinsamlingen innebär högre ekonomiska kostnader än dagens hantering, men genererar en större potentiell klimatnytta, tre gånger högre än nuvarande avfallshantering. När klimatnyttan monetariseras visar analysen att pilotprojektets nyttor inte överstiger kostnaderna med studiens valda social cost of carbon-pris, SCC. Däremot visar känslighetsanalysen att resultatet är starkt beroende av det valda SCC-värdet, vid högre värden anses pilotprojektet samhällsekonomiskt motiverat utifrån studiens valda omfattning.
Abstract [en]
The increasing consumption of resources and the growing volumes of waste in society constitute a significant environmental and societal challenge. Construction and demolition waste is one of Sweden’s largest waste streams, where current treatment methods, primarily energy recovery and landfilling, result in the loss of reusable materials and products. To promote a circular economy, solutions that enable the reuse of construction materials are required.
This thesis analyzes a pilot project for the collection of reusable construction materials at the Sandviken recycling center, in comparison with current waste management practices. The study is conducted as a simplified cost-benefit analysis with two scenarios: the waste management and an alternative scenario involving reuse collection. The analysis includes direct economic effects related to Gästrike återvinnare and climate-related effects connected to each treatment method, including reuse. The results aim to provide a quantitative basis for decision-making regarding a potential permanent implementation of the reuse collection system in Sandviken and highlight the potential of construction material reuse to contribute to both national and local sustainability goals. The study shows that reuse collection entails higher economic costs than current waste management, but offers a greater potential climate benefit, three times higher than the current system. When the climate benefit is monetized, the analysis indicates that the benefits of the pilot project do not exceed the costs based on the selected social cost of carbon, SCC. However, the sensitivity analysis shows that the result is highly dependent on the chosen SCC value, at higher levels, the pilot project is considered socio-economically justified within the scope of the study.
