Abstract [en]

The requirement for extensive investigations in the detailed development planning process has become a significant challenge for municipalities, both in terms of time and resources. Although the regulatory framework has not fundamentally changed, the investigative workload is perceived to be increasing, which affects the efficiency and predictability of the planning process. Communication gaps between municipal and national authorities appear to be an obstacle, and the criteria used for managing national interests are often perceived as unclear. This thesis aims to examine the investigative work in Gävleborg County, with a particular focus on the handling of national interests and its impact on the detailed development planning process. 

The result show that stakeholders in Gävleborg County experience that the extensive investigation in the detailed development planning process have increased slightly. The experience is that national interests are a noticeable factor, but not the only factor behind increased investigation requirements. The results also showed that stakeholders in Gävleborg County experience challenges linked to national interests in the detailed planning process, in the form of difficulties in interpreting, delimiting and weighting multiple interests against each other. The study shows that there may be a need for earlier and more clear dialogue in the planning process, to avoid late requirements for investigations. The results also shows that there is a need for a review of the national interest system at the national level, to clarify the criteria for national interests and facilitate their management in practice.

Abstract [sv]

Syftet med detta examensarbete var att undersöka utredningsarbetet i Gävleborgs län, med särskilt fokus på hanteringen av riksintressen och dess påverkan på detaljplaneprocessen. Genom en kombination av kvalitativa intervjuer med handläggare från berörda aktörer, en fallstudie av en detaljplaneprocess i Ljusdal, samt en dokumentstudie. Målet var att identifiera de främsta utmaningarna kopplade till kommunikationen mellan kommunala och statliga aktörer samt att belysa hur otydliga kriterier för riksintressen driver behovet av fler utredningar.

Studien syftar till att bidra med rekommendationer för att effektivisera samarbetet mellan kommuner och länsstyrelser och därigenom skapa en mer förutsägbar och tydlig planeringsprocess. Resultatet visar att aktörer i Gävleborgs län upplever att antalet utredningar i detaljplaneprocessen har ökat något. Vidare framkommer det att riksintressen är en märkbar, men inte ensam, faktor bakom de ökade utredningskraven. Aktörerna beskriver även utmaningar kopplade till riksintressen, särskilt vad gäller att tolka, avgränsa och väga flera intressen mot varandra.  

Studien rekommenderar att tidig dialog mellan aktörer bör prioriteras för att undvika sena krav på kompletteringar eller utredningar. Fysiska möten föreslås som ett sätt att stärka relationer och öka tilliten mellan aktörer. Därtill föreslås en nationell översyn av riksintressesystemet för att tydliggöra kriterierna för riksintressen och underlätta deras hantering i praktiken.
