Abstract [sv]

Syftet med denna studie var att undersöka hur barn under 15 år konstruerades i

Tidöpartiernas kriminalpolitiska diskurs gällande sänkt straffmyndighetsålder. Studien

baserades på Faircloughs kritiska diskursanalys och ett strategiskt urval av politiska

uttalanden och artiklar från åren 2022–2025. Analysen visade att barn återkommande

konstruerades som farliga, ansvarsbärande och mer mogna än tidigare generationer, vilket

legitimerade krav på straffrättsliga åtgärder. De framställdes även som ett särskilt

problem för rättssystemet där skyddsperspektivet gavs mindre utrymme.

Barnkonventionen refererades ofta men användes selektivt, vilket möjliggjorde en politik

där barns rättigheter underordnades krav på ansvar och kontroll. Slutsatsen är att

Tidöpartiernas språkbruk återspeglar och förstärker en kriminalpolitisk förskjutning från

omsorg till kontroll.

Abstract [en]

The aim of this study was to examine how children under the age of 15 are constructed

in the Tidö parties’ criminal policy discourse on lowering the age of criminal

responsibility. The study applied Fairclough’s critical discourse analysis to a strategic

selection of political statements and articles published between 2022 and 2025. The

analysis showed that children were consistently portrayed as dangerous, accountable, and

more mature than previous generations, legitimating demands for punitive measures.

They were also framed as a challenge to the legal system, where the protection perspective

was downplayed. The UN Convention on the Rights of the Child was frequently

referenced but selectively used in ways that enabled a discourse in which children’s rights

were subordinated to demands for responsibility and control. The conclusion is that the

Tidö parties’ discourse reflects and reinforces a broader shift in criminal policy, from a

logic of care to one of control.
