Abstract
Sustainable energy is an important aspect for Sweden, which is constantly striving to become a leader in sustainability. Cycling is part of the Swedish energy transition, where cycling infrastructure is crucial for reducing various emissions and promoting climate goals.
This study examines how cycling infrastructure is affected by institutional frameworks at national, regional and local levels and how municipalities relate to policies. The study consists of a combination of a systematic literature review and a case study comparing two municipalities.
The results showed that municipalities have the responsibility to carry out and implement policies to promote cycling infrastructure. It also emerged that cooperation between actors at the different levels was lacking. Despite the high financial investments, there were shortcomings in making cycling infrastructure a reality and also in monitoring data. The results from the case study indicated different working methods between municipalities.
Finally, the study stated that institutional frameworks affect the promotion of cycling, where strict guidelines and monitoring methods are primary to effectively move us towards a better energy transition.
